In the second article abstract, the authors indicate they reviewed 196 studies but are using 15 of them for this article to summarize the findings on antibiotic stewardship programs. If you click on the link to the PDF of the article, you will see all of the primary research studies they used.
The titles of both articles are fairly descriptive and indicate what type of article they are, but if they weren't, reading the abstract provided will make it very clear what kind of article you are reading.
